| 9.1 | The code as a consolidated accumulation of laws |
|
| The proper operations and procedures of all correctional facilities and systems in relation to civil and military prisoners shall be determined by the present Code alone. |
||
| As the Code is required to be the one and only consolidation of all correctional systems procedure in relation to civilian and military prisoners, no other document other than the Prison Code shall be permitted to be used as the primary reference upon which the proper function, purpose and procedure of the correctional system shall operate. |
