21.1 Justice and civil enforcement  
  A well structured Civil Code should mean that limited enforcement is required as citizens deem it in their best interests to co-operate for their mutual benefit.  
  However, as all humans have the right to freedom of expression and choice, there will always be times where certain citizens deliberately choose to contravene the accepted rules of their community.  
21.2 Civil enforcement should never be revenue in disguise  
  While the purpose of any civil penalty is to both punish in some minor way an individual or corporation that has contravened the law and at the same time deter other persons from repeating the same, civil enforcement should never become a means of revenue in disguise.  
  Therefore, under the code, all civil penalties shall require uniform approval and standard from the Registrar of Civil Codes of Arabian-Union to ensure that penalties are not unfairly applied purely as a alternative method of revenue raising.
